Preliminary Subdivision Plan
What is a Preliminary Subdivision Plan?
A preliminary subdivision plan is required when a parcel of land is subdivided into more than five lots, or when a new street or public utility extension must be constructed to serve a newly subdivided parcel. This review ensures that the subdivision meets all design criteria established by the Chesapeake Subdivision Ordinance and ensures the citizens and community that the subdivision is properly designed and equipped.
Application Deadline
First Monday on or after the 15th day of the month.
Administrative Review – approximate review time for complete applications is 30 days.
Applicant Responsibilities
- A complete Preliminary Subdivision form.
The original and two (2) copies of the complete Preliminary Subdivision application, with ORIGINAL SIGNATURES ON ONE COPY, including all required development information. - Legal Description and common street address of the property

- Drainage Impact Assessment
(page 4) - Original and one (1) copy - Preliminary Subdivision Plan of the proposed development, drawn to scale
Submit 20 copies, plus 2 copies reduced to 11” by 17” paper, plus 2 copies reduced to 8 ½” by 11” paper and one (1) CD that contains an electronic copy. - Landscape Plan
One (1) copy required - Environmental Site Assessment
Four (4) copies required - If private park/open space is being offered, submit a description of the private park/open space including acreage and itemized listing of improvements including cost of the improvements.
- Sign Posting (supplied by the Planning Department) 1st business day of the following month.

Sign fee is $25 for first sign and $20 for each additional sign.
