Community Development
Block Grant (CDBG) Program

The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs. Authorized under Title 1 of the Housing and Planning and Development Act of 1974, the CDBG program is one of the longest continuously running programs at the U. S. Department of Housing & Urban Development (HUD). The CDBG program provides annual grants on a formula basis to over 1180 general units of local government in the United States.

Grant funds can be used to revitalize neighborhoods, expand affordable housing and economic opportunities, and improve community facilities and services.  Funding allocated to the City of Chesapeake is used to meet priority community needs identified in the Consolidated Plan.

All activities carried out with CDBG funding must meet one of these National Objectives:

  • Benefit low and moderate income persons;
  • Aid in the prevention or elimination of slums or blight;
  • Meet community development needs having a particular urgency (i.e., respond to a hurricane tornado or similar disaster.

Eligible Activities

CDBG funds may be used for activities that include (but are not limited to):

  • Acquisition of real property
  • Disposition of property acquired with CDBG funds
  • Public facilities and improvements
  • Clearance activities (demolition and removal of substandard hazardous structures)
  • Public services (such as child care, health services, job training, counseling, etc.)
  • Relocation
  • Housing services
  • Homeownership assistance
  • Housing rehabilitation
  • Historic preservation
  • Lead-based paint evaluation and reduction
  • Economic development activities
  • Neighborhood revitalization
  • Energy conservation projects

The general rule is that any activity that is not authorized on the above list or in the regulations is not eligible to be assisted with CDBG funds.

    3-5 Strategic Plan -The Strategic Plan (2005-2010) must be submitted at least every five years; its describes the City's strategy for meeting community development needs for the designated 3-5 year period.

    Citizen Participation Plan - The Citizen Participation Plan (CPP) describes the framework and process to be used to develop and implement the City's housing and community development program through the Consolidated Plan process. The CPP contains provisions designed to facilitate meaningful citizen participation and is updated every 5 years.

  8. Consolidated Performance & Evaluation Report (CAPER)

    Each year, the City of Chesapeake is required to report to the U.S. Department of Housing and Urban Development (HUD) on its performance in meeting the objectives of the approved Consolidated Plan.

    Included in the Consolidated Annual & Performance Evaluation Report (CAPER) is information about  financial expenditures [including the use of CDBG, HOME Investment Partnership (HOME), and American Dream Downpayment Initiative (ADDI) funds].  In addition, the report covers programmatic accomplishments during the Program Year.

  9. FY 2010/2011 COMMUNITY DEVELOPMENT BLOCK GRANT,  HOME INVESTMENT PARTNERSHIP PROGRAM,  Funds -  PY 36 REQUEST FOR PROPOSALS (RFP) SUBMISSION GUIDELINES/SCHEDULE

  10. Purpose/Overview

    The City is announcing the availability of HUD grant funding for FY 2010/2011 and anticipates distributing Federal resources through the Community Development Block Grant (CDBG) Entitlement Funds, Section 108 Loan Guarantee Program Funds, HOME Investment Partnership Entitlement Funds (HOME) and the American Dream Downpayment Initiative (ADDI) Funds.  The Office of Housing is currently accepting grant proposals beginning November 30, 2009 until 5:00 p.m. January 14, 2010. For more information, contact LouEllen Rice, Management Analyst, at 382-6925 between the hours of 8:00 a.m. and 5:00 p.m. weekdays.
