Deputy Chief

Lieutenant Colonel Louis J. Tayon, Jr., joined the police department in October 1968.  He has been promoted through the ranks to his current position of Deputy Chief of the Administrative Division.  During his career he has either served in or commanded all sections of the department .  Lieutenant Colonel Tayon is a graduate of Oscar Smith High School and has a Masters Degree in Criminal Justice.  He is a graduate of the 56th Session of the Delinquency Control Institute at the University of Southern California; the 64th Session of the Administrative Officers Course, Southern Police Institute at the University of Louisville, Kentucky; the 7th Session of the Police Executive Leadership School of the E. Claiborne Robins School of Business at the University of Richmond; the 16th Session of the Senior Management Institute for Police at Harvard University; and the 47th Session of the Law Enforcement Executive Development Seminar at the FBI Academy.

Lieutenant Colonel Tayon is very active in the community and is past president of the Fraternal Order of Police Lodge 9; the Police Association of Virginia; and the Rotary Club of Great Bridge.  He has served on numerous boards/committees including the Heart Association, Paint Your Heart Out Chesapeake, United Way of Hampton Roads, Chesapeake Jubilee,  CHIPS Annual Duck Race, and March of Dimes.  He was a Management Research Fellow at the Police Executive Research Institute and later worked for the Institute as a management consultant conducting audits of police departments nationwide.  He has served as an on-site Assessor for the National Commission on the Accreditation for Law Enforcement Agencies and is an Adjunct Instructor for Criminal Justice at Tidewater Community College.  He was awarded the Valor Award from the Virginia Police Chief’s Association and was the departments Police Officer of the Year in 1985.  He is a retired member of the Coast Guard Reserve and was awarded the Commandants Letter of Commendation for an undercover assignment as a CGI Agent.  He is a lifetime member of the Virginia PTA and the International Association of Chief’s of Police. 

As the Administrative Division Commander he is responsible for the Training Academy, the Ethic and Conduct Unit and the department's efforts toward National Accreditation.
